Yes, I once served as a Mental Health Crisis and Suicide interventionist for the state MHMR department and was the liason between law enforcement and mental health services. Our office was housed in a state funded psych hospital where I, too, experienced the system from the inside.

Legislators have destroyed that system and, as a result, the untreated mentally ill (biologically brain disordered is a more accurate term) do indeed live amongst us without proper treatment or care and with most of them appearing sane and of sound mind...until they do not.

From mental health industry to law enforcement and the judiciary and the corporate prison system, it's big business.
