Imagine this scenerio:

The Government (Black Ops division), monitors people on the internet (social media) and makes a list of people that are on the edge, and appear to be well armed. When a mass shooting is needed for political reasons, they a pick an area of the Country where they want it to happen, and look for the "on the edge" people living in that area. They narrow the list, and pick a candidate. Then they "activate" him through means of Black Ops social media "contacts", and perhaps even inserting subliminal messages into online "first person shooter games". They push this person over the edge, and direct him towards a target. Sort of like MK ULTRA, but using electronic communication, instead of drugs.

It's just a theory, and would make a good movie plot.
