If you take a little time Russia has an open public list of what they would hit first. They make no secret about it.

Off the top of my head DC, pentagon, the submarine radio station in central washington state, missile sites, etc, etc. etc are #1 priority targets.

Any strike by Russia would be a disarming first strike. They would not hit the cities unless they were near missile, comms or bomber installations. It would most likely involve 50% of their arsenal, with 3-5 super EMP detonations preceding it.

For the US: DC, California, Montana, Wyoming, Colorado, the Dakotas, Nebraska and Louisiana would be the main targets.

The trick to hitting DC would be to do it while Congress was in session and to do it with a short enough warning that they can't escape into their ratholes.
