Do you know for certain that the fire engine wasn't transferred to Ukraine before the current war? I'm not an expert on fire departments, but I think it's quite common for them to replace their vehicles after only a few years.

Emergency services in the UK are funded by central government as far as I'm aware, whether Humberside itself is a poor area or not is neither here nor there, their emergency services will have the same equipment and vehicles as everywhere else and be replaced on the same schedule.

It seems quite plausible to me that emergency services in a poor (by European standards) country like Ukraine would be second hand vehicles from countries like the UK that are only a few years old.

I'm skeptical that Russia missled a shopping center just to kill civilians. Being Ukraine tried this lie with Maternity hospital that was abandoned by civilians and the only people inside were Azrov.
