2/3 of both houses of congress, and 3/4 of the states, but obviously that will never happen. The idea that they might get people to voluntarily relinquish them in favor of food when they are starving is plausible, however two problems with that idea. First is that there are many people that won't starve, for various reasons, and the second is that many people staring starvation in the face will use their firearms to directly obtain food from any available source other than giving up their arms.

The number of people in these two camps together will dwarf any standing army in the world. Unless they have available an effective drone swarm (if they did, it would already be in use) this goal will fail. The easiest thing for them to do is to remove all rule of law through any number of means, and then clean up after the destruction later. I imagine they would guard certain key locations such as nuclear power plants, major hydroelectric dams and possibly some other power generation for use after the calamity. It would be easier to do that than round resistant people up, any force they would employ to do that would rapidly fall apart.

This is all part of the greater picture of the plan. Coup: check, plandemic: check, destroy economy: check, destroy energy sector: check, destroy food supply: check........

Let me explain the obvious for you. The states have become very polarized by intention. Once such an event, then marshal law is invoked. Military does cleanup operations. Russia, China, Iran, N. Korea etc. is the scapegoats. Don't you ever wonder why the US is provoking conflict with these nations for really no apparent reason?
