The house got ahold of it and filled it with pork. When the revised bill went back to the senate it was voted down by Republicans. Among the changes: The VA would be empowered to pay unlimited bonuses to employees. The VA would be empowered to set pay rates. Normally this is set by Congress using pay grades. |
