No, it's not always in the same place. Part of the year Venus us a morning star, part of the year it's an evening star. It's different every day. Like the other planets, it's in a different place in the sky at any given time, every day. Venus is on an 8 year cycle.

It usually rises before the sun from the east by a few hours (2-3)

Now its rising several hours before the sun. something like 7 hours or more.

We have mostly cloudy weather these days so I will have to wait it out to accurately and precisely say.
