Global Water Shortages and UV-C Energy… is there a connection..?

Having seen more and more news stories lately, both domestically and internationally, regarding river and reservoir levels decreasing, and the rising levels of UV-C bombardment on and through our atmosphere, I wonder if there’s a connection.

Ozone (O3) is commonly known to be of a benefit at higher atmospheres but toxic to humans at lower elevations, causing lung problems and related issues.
