There have been instances of presidents declassifying National Defense Information by fiat. For example, Executive Order 12937 (1994), issued by Bill Clinton, declassified a list of documents in the National Archives by fiat, allowing information in them to be retained only if it was otherwise required to be for reasons other than national defense (for example, if they violate the privacy of a federal employee).
