There have been instances of presidents declassifying National Defense Information by fiat. For example, Executive Order 12937 (1994), issued by Bill Clinton, declassified a list of documents in the National Archives by fiat, allowing information in them to be retained only if it was otherwise required to be for reasons other than national defense (for example, if they violate the privacy of a federal employee).
Quoting: Stupid bill Clinton and his executive orders if he had trumps lawyers he would have known he can declassified documents just by waving his hand and thinking "Sim Sim Salabim!" (He doesn't even have to say it out loud) actually, he doesn't even have to wave his hand.
