They are our actual government, along with the CFR and many other think tanks... Just before and after WWII a plan was sold to many well meaning patriots in Millitary, Intel and politics... It was recognised that international ideologies such as communism and fascism with single party rule had the advantage of planning and executing plans on a time scale of decades where as the US and allied democracies had peaceful mandated regime change every few years
which made long term stratigic planning impossible. It was decided that this was a fatal disadvantage and steps began to implement a deep state ruling government within a government that partnered Private think tanks with Intel and military to push policy in a unified direction regardless of what party is in power... Another word for this deep state was the military industrial complex... Many a good loyal patriot bought into the belief in this fatal flaw and helped advance this deep state to what it is todaywith good intentions.
