I back-packed Eastern Europe in the early 90’s.
The cities were mostly clean and modern-ish, but once you got out into the countryside, it changed dramatically. People still came out with the honey bucket in the morning to throw into the street, or the garden. And that was Poland!

Ok, I looked it up. The housing is really reasonably priced in the villages out by the cattle ranches.
