Absolutely correct, I have no idea how the state of New York has any standing in this. When you buy a house the bank doesn't ask you how much is the house worth that you want to buy, no, they send a f'in appraiser whose job it is to determine the value of the property so that the bank does not lend more than what it is worth.

Same holds true when property is pledged as collateral.

Whole thing is just stupid yet the sheep continue to lap it up.
