Most of the Russian men 'fleeing conscription' are saboteurs and covert infiltration units

Ye, I saw that satellite image of the traffic jams at the borders. Thousands of them. I just wonder how it is possible that so many saboteurs and infiltration units were present in Russia without them knowing it (I assume that if they knew, they would have arrested them PRIOR to the mobilization?). Now they can flee to a safe heaven and share their collected intel...
