Here's a kindergarten level primer for you:

There are 100 people that live in a small town, where 90 of those people are white, and 10 of those people are black.

At the end of the year, the police tally up violent offenses for that year and it shows there were 18 white people who committed violent offenses, and 6 black people who committed violent offenses.

At first glance, if your IQ < 65, someone might say "Damn, dere wuz 3 timez az many whites committing crime dan da black man wuz".

Which on the surface is true. 18 whites vs. 6 blacks committed violent crimes.

BUT, since whites are 90% of the population, and blacks are only 10% of the population, you have to look at those numbers in terms of percentages or per capita.

White = 90% of the population...18 white violent criminals = 20% of the white population committed a violent crime

Black = 10% of the population...6 black violent criminals = 60% of the black population committed a violent crime.

And of course in our example above, the town usually lumps the Hispanics in with the white crimes, so the numbers are really lower.

But, using those numbers in the kindergarten level example above, you can see that blacks are much more likely to be criminals (60%) vs. whites (20%).
