No of course not but it dispersed the oil that became the slick on top of the water. They cap the well just like they do on land on blowouts. Much more difficult underwater but still doable. And considering oil is spewing out of the earth and into the ocean daily from natural occurrences, should be a signal that the earth is able to deal with it
