These people are evil to the core and enjoy hurting children. It is easy to see they MEANT to hurt the children by calling the kids "BAD" and then scaring them. These kids will likely have some issues from it. These pigs need some jail time for sure!

It's freedom of expression to scare children wearing a Halloween costume. There's nothing criminal about it. The parents decided to give these people custody of their children. So, they had every right to scare the children at the daycare. Maybe, frightening children makes them less scared in the future....

Now I wouldn't continue to bring my children to a daycare that scares children....but it's not illegal.
