If you look at the video with the woman looking at the action, there is a bright flare as the missile passes overhead, then hits the target a few seconds later.

The position and the way the woman was blanked in the picture suggest that they were expecting it to happen.
Free Russian Army hypotesis more concrete.

Upon further inspection the light is just a light turning on ( possibly from the motion detector seeing the engine flare), at the hotel or whatever that is. But you clearly hear the engine as it passes right overhead.

The woman could be waiting for a taxi or someone to pick her up.
