We know in those places they do not respect health as they produce and ship fentanel chemicals.
They are not worried about intellectual property getting out as they have an entire industry based on stealing intellectual property.
The janitorial worker would have been told that the experiments are not harmful to humans, because honesty in such matters are not common.
The culture is very industrious and individuals have started companies so strange they ship random living animals as part of a surprise package.
