"Earlier on Sunday, Kremlin Spokesman Dmitry Peskov (separately) announced that the Russian delegation had arrived in Belarus for talks with Ukraine. The delegation consists of representatives of the Foreign Ministry, the Defense Ministry and other agencies, including the presidential administration." Very good signs. Lots of efforts to negotiate a peace seem to be happening. Might explain why Russia did not target Kiev Yesterday and the lights are still on I think there. The strikes degraded the military, but did not go for the throat, so as to preserve some sort of atmosphere to permit negotiations to take place. Putin has exercised restraint I think, like the extraordinary statesman he is. It also seems that the Russian missile strike have been planned for that morning. And was not a reprisal for the long range drone attacks on Russian airport and oil infrastructure. (lending some support to the argument that I made yesterday, that Russia does not make "on the spot" rapid decisions about reprisals. Such orders tend to get filtered and reviewed at all the chains of command, such that same day retaliations just don't happen with Russia. I called it a weakness, (because I am a hot tempered bastard), but maybe it is a strength of a government that continues to gain the respect of the international community.
