Its called editing, albeit bad editing but editing none the less.

If it was editing, than the person would suddenly appear and disapper like a cut out on paper. This person walks though with what almost looks like an atomospheric / time ripples going round them as if they stepped through a tent door.

That's just lens refraction brought about by a passing car and the angle of reflection on the windows of the building.

Actual teleporters can peer into their zero-point (i.e. arrival coordinates) in advance, and are compelled by universal decree to adjust coordinates to definitive blindspots given the repurcussions and serious adverse consequences should someone from this time continuum transport forward in time (i.e. should soneone coerce by force the transporter they see to take them forward in time; by universal decree people can only go back in time, the exception being a traveller returning to his base time continuum).

Bullshit one can't move through time because time is absolute.

Teleportation is real. Ask a shaman. Or a high priest of ancient Egyptian "magic".
