Are they even speaking English? The only words I recognized were the F word and "police" there at the very end.

The only observation I can make is that in a declared state of emergency it is highly unlikely to get a shoplifting conviction at a Dollar General where essentials tend to be sold and not unnecessary luxuries, and nor should you try. No doubt a lot of them were just taking advantage but most of them needed what they took.

Hard to get a conviction, and bad publicity.

If you are going to commit the crime why a dollar general store in a blizzard? Isn't everything thing there cheap chinese crap? Is it worth the effort and risk of getting caught? I don't get it.
