“Safe smoking kits” from the govt have included crack pipes. Can anyone confirm?

Jesus. I am in an argument with hubby who just gave me “fact checker” info that the “safe smoking kits” never included crack pipes…..yet I have had clients tell me that it’s true.

Can anyone confirm?

The fact checked sites say very carefully that money is not used “directly”but also that a pipe used by one person is safer and prevents spread of disease like CoviD…….and Govt funding is for supplies that reduce infection.
