Are the Chinese Balloons a Virus or Biological Weapon delivery vehicle?

Seems to be a likely possibility given the current world we live in. What if it's a slow release or slow to act bio-weapon that's essentially been seeded in our atmosphere? They did just finish an exercise about another pandemic. What do you think? The story obviously has legs so what's the real angle? Is it just psychological warfare against America, with Joe's apparent ineptitude? It's not surprising since he is inept but when this kind of media saturation is happening it's usually some sort of play. I welcome your thoughts.
