Has anyone else seen people driving without there Headlights on at night, Every night lots of them, the last couple of months.

This seem to start a few months ago when I started to notice it an seems to be getting worse I have been flashing people 2, 3 sometimes 4 times almost every night.i don't know if it's brain damage from covid taking mass toll or distracted an depressed from economy wrecked I don't know what do you think?
