I'm a reformed baptist, my understanding of scripture doesnt apply in the way that you're quoting it. It's only applicable to God's elect, those whom He'd chosen to be predestined prior to birth. When a man gets saved he becomes regenerate, as the man grows in sanctification he bears fruit (works) but those works dont save you, they become your natural way of being as you walk in the Holy Spirit. Those who do such things have seared conscience, "tares" if u will, unlikely to be changed by God. The statistics of rapists or pedophiles turning from their ways and coming to Christ in a REAL WAY is probably close to 0%. Can anyone truly change and become saved? Yes, but only God wills it. "No man may come to the Father unless the Spirit draws Him".

Agree with that last, that God calls who He will, but predestination is a doctrine of demons. Not everyone gets called at this time.
