That’s one way to put it. The only thing to do is pay attention and you can’t miss what is going on. Don’t get too self absorbed.

It is not necessarily that those who have perceived beyond the confines of the paradigm we have been conditioned to live in since birth stay "silent"... though some due out of obligation to oath since they took the the shortcuts rather then doing the work themselves.

It is more so that once you have obtained a greater view of reality, how do you explain it to those who have never had the experience themselves? It is like trying to explain color to a dog who only sees in black and white.

Those on the "outside" are constantly attempting to communicate to those who are still within the "cave" about the glorious wonders in the next level of perception and gnosis, however those inside the cave have no reference point for assimilating what is being communicated, thus they ignore virtually any and all attempts at reaching them.

So the cave people think everyone on the outside is being "silent" because they simply cannot hear what is being said for lack of reference. Their brains simply blot it out and ignore it because they cannot fathom the concepts and they are not ready to hear the truth and do the work on themselves first. It is much easier to live in ignorance and blame everyone and everything else for your current condition then it is to get your ass up, forge a path forward and then lift yourself out of your own self made pit.

However once in a while, someone does open their perceptions just enough to become aware of the constant chatter and communication all around them and they begin to wake up from the spell of sleep they have been placed under and begin searching for the Greater Light outside the cave. The more they become aware of the "signs" the more they see the answer is and always has been right in their face. Not only are their subliminal messages from those who are trying to send them messages from the outside, but Nature Itself is constantly talking and attempting to reach you in the hopes you will remember the ancient language of the Logos.

When a person finds the path, through their own hard work and not through shortcuts like soul and blood oaths (and a person always will find their way as long as they sincerely seek the Truth and are HONEST WITH THEMSELF about correcting their own flaws) then they then become "enlightened" to a new degree and encounter the same paradox of being able to communicate their experience to others but not able to force anyone to listen or understand such a unique experience unless they undergoes the process themselves. Teaching through example and demonstration is the only solution.

This is the same song and dance since the beginning of life and it is the process of evolution. Free Will must be honored as it is the only way to ensure only the worthy pass and continue the survival and evolution of the species.
