The Tibetan text that talks about Shambhala is floating the idea that Hulagu Khan hearkened back to Baalshamin of the Phoenician civilization (approximately 1550 to 300 B.C.E.)

The Tibetans saw Baal fitting perfectly with The Mongols' favorite deity Tengri, the Sky-God.

So the Mongols just obeyed to their savage shamanistic god but also befriended the better faiths of Buddhism and Christianity while opposing the wild and lawless hideous faith of Islam.

The Mongols strategy was to divide to rule. So, after defeating each Muslim sect, the Mongols would take that sect over and institute the Great Khan Himself as the sect's leader, as Messiah and world-Savior.

You can see this with the world saviors that both share the name of Shambha/bhala of the Ismaeli sect (i.e. Shams al-Din) and the Sunni-Shiite Sufi sect's founder (i.e. Shams-e Tabrizi).
