Very easy all they have to do is turn off the ammo and can be done via executive order. Not one ammo company will pitch a fit.

The local rednecks shoot every damn round they have every weekend they have spare money to buy a box. Stop the ammo in 2 months only a few people will have ammo and they wont for long because everyone will notice who is still shooting and they will get broke in on.
