Troops in the field should always have crystal clear rules of engagement. Restricting them from engaging before making a phone call and waiting for approval from some nameless authority who may or may not answer the phone is criminal.

The troops are trained. They know what to look for. They're in a volatile situation. They have to be the ones to decide whether to pull the trigger.
