Couldn't you use an 'electric sail' and wouldn't that corotate at 74km sec?

For reference it says Voyager 1 goes at 17km/sec, same speed as io's rotation. So if the plasma torus could accelarate a craft beyond that, wouldn't that be a substantial platform? Also the potential to harvest the plasma for energy as well.
