OPEC chief: Oil prices would go higher regardless of supply

OPEC Secretary-General Abdullah el al-Badri said Sunday oil prices would likely go higher and that the group was ready to raise production if the price pressure was due to a shortage of supply -- something he doubted.

"Oil prices, there is a common understanding that has nothing to do with supply and demand," al-Badri said on the sidelines of an energy conference in Rome.

Oil prices reached a new high Friday at $117 a barrel.

A host of supply and demand concerns in the U.S. and abroad, along with the dollar's weakness, have served to support prices, even as record retail gasoline prices in the U.S. appear to be dampening demand. Crude prices have risen as much as 4 percent last week.

The OPEC chief said the Organization for Petroleum Exporting Countries "will not hesitate" to increase production if the group thought the higher prices were due to shortages. But he said more oil will not solve the high prices.

OPEC's production levels were just one of many factors, he said.

"But how much higher it will go, of course it depends on a number of things: the political situation, whether there is a natural catastrophe, whether there are speculations in the market, whether there are strikes in certain producing countries. So there are many other factors other than OPEC production," al-Badri said.

Indonesia:

Palm oil surged to a record on speculation supplies for food and alternative fuel will be limited after Indonesia, the world's biggest producer, announced it would raise export taxes if prices climb further.

India:

No sooner did Indonesia signal higher export taxes on palm oil than India said it may cut import duty.

The moves by the two governments highlight the struggle to contain living costs for their 1.3 billion people. Prices of palm oil and its rival soybean oil hit records today.

Pakistan:

Prices of edible oil may spiral out of control in coming days because of an increase in the price of palm oil in the international market, triggered by extraordinary Chinese purchases. More than half (56 per cent) of Pakistan's cooking oil and ghee are made from palm oil.

A Growing Worldwide Problem

There have been riots in Bangladesh, Egypt, Burkina Faso, Mauritania, Mozambique and Senegal. Rising prices have hit poor countries like Peru (and even developed countries like Italy and the United States).

A confluence of problems are driving the problem. They include soaring petroleum prices, which increase the cost of fertilizers, transport and food processing; rising demand for meat and dairy in China and India, resulting in increased costs for grain, used for cattle feed; and the ever-rising demand for raw materials to make biofuels.

Well, here in Scotland, the avreage fuel oil for 500 litres is £280 and its going up £10 per week on average

Its just bad management on the world governments but if you ask me, its all orchestrated, a card being played by the UN eh, social engineering for its world economy and management and its us at the lower end of the scale that has to pick up the bill. Something will give, no doubt, either that or the economy will crash and we'll have to fend for ourselves, that'd be a greenpeace dream eh lol

House speaker asks Bush to stop stockpiling oil

The Speaker of the House of Representatives on Thursday called on the White House to temporarily stop sending crude oil into the nation's emergency stockpile.

House Speaker Nancy Pelosi told reporters she was calling on President George W. Bush to work with Democrats to find a way to "temporarily suspend" oil deliveries to the Strategic Petroleum Reserve.

The White House immediately rejected the plea. "We don't believe the fill rates have a meaningful impact on oil supplies," White House spokesman Scott Stanzel said.

"We continue to fill the reserve to provide an added layer of protection to the American people in cases of severe supply disruption."


Pelosi said suspending deliveries would save drivers 5 cents to 24 cents per gallon at the pump.

As U.S. benchmark crude oil prices hit a record near $120 a barrel this week, the Bush administration insists that filling the reserve accounts for less than one-tenth of 1 percent of daily supply, and has no meaningful effect on prices.

The nearly 701 million barrels of crude oil stored in underground salt caverns in Louisiana and Texas are meant as a supply buffer in case of major supply disruptions like the 2005 hurricanes that hit the Gulf Coast oil patch. It was created by Congress in 1975 after the Arab oil embargo.

Current shipments come to about 70,000 barrels per day, while the United States uses about 21 million bpd.

Democrats in the Senate are also pursuing legislation that would require the Energy Department to suspend shipments to the reserve if prices are too high.

Democratic Senator Byron Dorgan of North Dakota said he would seek to attach an amendment to an upcoming supplemental appropriations bill that would forbid the government from sending oil to the SPR if oil prices are above $75 a barrel.

"I believe I have the votes," Dorgan told reporters. "I think I'm going to be able to get this dome."
