But these countries generally have very rates of plastic disposal directly into the environment (well, now that we've dropped the habit of shipping plastic waste to poor countries for 'recycling', which always actually meant 'dumping').

The problem, of rampant population growth in poor countries without any environmental concerns, is ignored. Until this problem is acknowledged then nothing will change (indeed, it'll get worse).
