Old Soviet silver bullion on ebay is selling for 4-5 times other bullion?

Those are "novelty" bars that are getting more and more rare. Some people collect silver bullion for the stamps and markings, not just the silver weight.

Rarity is the key. Many of those bars have already been melted down.
