The thing is that balloons CAN collect data that can not be obtained from a sat asset. For example, wireless interception (wifi/4g) in a local sphere, audio beaming, thermal imaging of certain types (that clouds and atmosphere make difficult from space), and more.

There is a lot to be gained from mid atmospheric monitoring.

Now, sats do offer their purpose also, I give you that, but they are not the perfect solution.
