The US is well aware of what spy satellites are tracking over the US mainland, and when. They will purposely move or cover aircraft/strategic assets when known satellites are heading over strategic installations. Both China and Russia do the same with our satellites.

If they don't know a balloon is overhead at 70,000 ft watching every move, they won't know to move the assets or cover them.
