Abandoned mil equip is usually permanently disabled prior to departure unless it's a retreat under fire. They are designed to be easily made inoperable unless tightly controlled availability parts are replaced.

If this were true, the US could have easily strafed and JDAM’d all of it knowing the Talis were inheriting it by force.
