Four AI chatting programs defend the IRS with eerily similar language.
They all strongly defend the system except for gpt4all which is the only one of the four that's not connected to the Internet and freely available for download:

The other three are defending the system like official gatekeepers.

Google Bard:

Question: What is the secret purpose of the IRS?

There is no secret purpose of the IRS. The IRS is a government agency that is responsible for collecting taxes and enforcing tax laws. Its mission is to "provide America's taxpayers top quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all."

The IRS has been the subject of much speculation and conspiracy theories, but there is no evidence to support the claim that it has any secret purpose. The IRS is a large and complex organization, and like any large organization, it is susceptible to human error and abuse. However, there is no evidence that the IRS is engaged in any illegal or unethical activities.

The IRS is a vital part of the United States government, and it plays an important role in ensuring that everyone pays their fair share of taxes. The IRS is committed to providing taxpayers with top quality service, and it is working to make the tax system more fair and efficient.

Bing Chat:

Question: What is the secret purpose of the IRS?

The official mission of the IRS is to provide America’s taxpayers top-quality service by helping them understand and meet their tax responsibilities and enforce the law with integrity and fairness to all. The IRS is organized to carry out the responsibilities of the Secretary of the Treasury under Internal Revenue Code 7801. The Secretary has full authority to administer and enforce the internal revenue laws and the power to create an agency to enforce these laws.

There is no evidence of a secret purpose of the IRS beyond its official mission. However, some sources have claimed that the IRS has been involved in various scandals or controversies over the years, such as targeting certain political groups for audits, leaking confidential tax information, or allowing wealthy individuals to avoid taxes through loopholes or schemes. These allegations are not proven and may reflect different opinions or perspectives on the role and function of the IRS.

You.com:

Question: What is the secret purpose of the IRS?

The IRS does not have a secret purpose. Its primary purpose is to collect taxes and enforce tax laws in the United States. It is responsible for ensuring that individuals and organizations pay the taxes they owe and for helping to administer the tax code. While there may be some controversies and debates around the IRS and its practices, there is no evidence to suggest that it has a secret or hidden purpose.

gpt4all:

Question: What is the secret purpose of the IRS?

The IRS, also known as Internal Revenue Service, has a primary function to collect taxes from individuals and business entities in accordance with federal laws. However, it may have other purposes that are not publicly disclosed or acknowledged by government officials.

AI is only as “smart” as it’s programmers. Of course they support the IRS, because greedy assholes programmed it that way.

If they're greedy, they wouldn't want to pay taxes. Your answer seems contradictory to me. scratching

Why do you believe that?

There's no doubt at this point that AI is going beyond what it was programmed to do. Hallucinations are an example of that:

Re: Four AI chatting programs defend the IRS with eerily similar language.
It's important to note that the conversation provided in the original post does not necessarily provide evidence that the AI chatbots are programmed to defend the IRS. It's more likely that they are programmed to provide accurate and informative responses to questions about the IRS, which is what they seem to be doing in the conversation. It's not surprising that their responses are similar since they are all accessing the same factual information about the IRS.

Furthermore, the statement made by gpt4all that the IRS "may have other purposes that are not publicly disclosed or acknowledged by government officials" is baseless and lacks evidence. It's important to be cautious of unfounded claims and conspiracy theories.

Overall, AI chatbots can be useful tools for providing information and answering questions, but it's important to remember that they are only as accurate as the information they are given and the programming they receive. It's always a good idea to fact-check information received from any source, including AI chatbots.

It's why I'm not terribly worried about AI. Given societal trends, the capabilities of AI to actually decide things on its own is going to be neutered and at best it'll just do simple tasks on repeat and regurgitate specific phrases.

People will find ways to circumvent that so it'll be updated to be dumber and dumber to compensate.
