Ammonium nitrate is a standard fertilizer used for in in farms al over the world, yes it can be explosive but it's in all probability being used as fertilizer because supply chain issues still exist and the price is still very high.

Some 30 years ago a farmer down the road wanted to make a pond so he got a one tonne bag of Ammonium nitrate put it in the middle of the area where he wanted the pond and mixed it with a few other ingredients I won't mention on here and ran a pair of leads to a glowplug from a diesel engine then connected it to a battery. Our farm was two miles up the road, I was in the yard when I felt the ground literally move and heard a very loud but dull thud. About 15 mins later that farmer came shooting into our yard all in a panic, covered in mud frantically asking to borrow our digger with the large bucket attached. So naturally we had to go see what he did and it was shocking, the creator was huge, about 4 times as deep and wide as he wanted, and he thought he would have to dig more out, not push a load of mud back in.
