Not sure if anyone brought this up or if it's plausible but I had the idea maybe it's a calculated move to stop a Ukraine offensive or to just have 2 flanks, no matter what direction the war goes. As in Russia is on the offensive and can attack from multiple directions or Ukraine is on the offensive and has a whole different front to fight, this thinning them out. Seems to be a win win for Russia, or they wanted Ukraine to take the bait and attack while all this was happening but they laid back and played it cool.
