Nobody seems to go into the question, WHY?

WHY is the USSA Gummint working at changing the weather--which is difficult and risky--rather than working at changing the consumers´ patterns of purchasing energy for their homes and for businesses?

It´s so illogical to go after weather changes, I wonder if the guys in DC haven´t simply gone stark raving MAD.
