Sometimes highly intuitive people will use a word, as a post-it in their mind, which stands for a page of information.
It can just have a scratch of a word or a few letters scribbled in pencil, as a brain jot.
It won’t make complete sense and others won’t even really know what it means because a it’s holding the place for a chapter of the book.

The only excuse I can come up with, is his note of “vaccines” actually meant to have improved health care in general. Taking 3rd world counties into developed countries does decrease birth rate. Whether that’s from a mixture of indoctrination, birth control access, clean water, literacy. All of those things may have been brain jotted under the word “vaccines”. May be far fetched, but that’s the only thing I could figure he meant.

Yes, the (false) assumption is that healthy people have less offspring. And supposedly, vaccines are the reason the population is healthier. So, wrong on both accounts. And Bill damn well knows it.
