I am really happy about this. Americans will need a place to run to and you can still get to sanctuary in Canada by walking, if necessary.

Bushco and FEMA are building prison camps aren't they?
People should be able choose if they want to fight an illegal war. Just like Viet Nam.

A person has a right to choose how he/she will die...it may diverge from their government's choice.

Canadians like people who think for themselves.

War Resisters May Yet Find Sanctuary in Canada

Prime Minister Stephen Harper may be set on embracing George Bush and his occupation of Iraq, but on Tuesday, June 3, the Canadian members of Parliament extended their embrace to the war resisters. By a vote of 137-110, the House of Commons called on the Canadian government to “immediately implement a program to allow conscientious objectors and their immediate family members… to apply for permanent resident status and remain in Canada.” The motion also called on the government to “immediately cease any removal or deportation actions against such individuals.”

All the opposition parties — Liberal Party, the New Democratic Party, and the Bloc Quebecois — came together to reject the policy of the ruling Conservative Party. The motion, however, is non-binding and the Conservative government of Prime Minister Stephen Harper may choose to ignore it.

Back in the days of the Vietnam War, Canada took in over 50,000 draft dodgers and deserters. Prime Minister Pierre Trudeau declared that “Canada should be a refuge from militarism” (prompting John Lennon to say that “if all politicians were like Pierre Trudeau there would be world peace”).

Former Liberal Party Prime Minister Jean Chretien in 2003 refused to send Canadian troops to join the war in Iraq because the invasion wasn’t backed by the UN, breaking with Canada’s closest allies — the U.S. and U.K.

But Stephen Harper is a different kettle of fish. Coming to power in 2006, his Conservative government has supported U.S. foreign policy in the Middle East, including the war in Iraq, and has refused to advocate asylum for U.S. war resisters.

There are an estimated 200 Iraq War resisters in Canada today. Canadian immigration officials and the courts have denied them refugee status, and several currently face deportation, including 25-year-old Corey Glass.

Glass joined the National Guard in 2002 after assurances he would not see combat. But he was later deployed to Iraq, where he served as a military intelligence officer. He has said that witnessing the killing of civilians by U.S. troops turned him against the war.

“What I saw in Iraq convinced me that the war is illegal and immoral. I could not in good conscience continue to take part in it,” Glass said. Glass is still on active duty and considered absent without leave. But on May 21, Canada’s Immigration and Refugee Board denied him refugee status, ruling that he did not face a “well-founded fear of persecution” such as torture or death if he returned to the United States. He is supposed to voluntarily return to the United States by June 12 or be deported. Glass would be the first Iraq War resister to be deported from Canada.

But Tuesday’s Parliamentary vote gave Glass and the other resisters hope. Cheering from the balcony of Parliament when the resolution was passed, Glass thanked the Parliamentarians and the many thousands of Canadians who support the resisters. “We hope the will of the Canadian people as expressed by Parliament will be carried out,” he said.

The Toronto-based War Resisters Support Campaign is also celebrating Tuesday’s vote. “This is a great victory for the courageous men and women who have come to Canada because they refuse to take part in the illegal, immoral Iraq War, and for the many organizations and individuals who have supported this campaign over the past four years,” said Lee Zaslofsky, Coordinator of the War Resisters Support Campaign and a Vietnam War deserter who came to Canada in 1970.

The Support Campaign is now calling for stepped up pressure on Prime Minister Stephen Harper and Immigration Minister Diane Finley to follow the will of the Canadian people and implement this motion. The U.S. group Courage to Resist is collecting letters of support from people all over the United States, and there will be new vigils and delegations to Canadian Embassies and Consulates around the U.S.

The hope is that the momentum from Tuesday’s vote will propel the Conservative government to reflect on its position and realize that it is more important to please the Canadian people, who are overwhelming against the Iraq war, than to please a lame-duck U.S. president.

This is Viet Nam all over again. Bushco just has not instituted the DRAFT yet. That may come if martial law is declared by the insanely stupid Bush.

It's cool that Canada is letting the draft dodgers stay.

But people, when the shit hits the fan, Canada will not be a refuge, it will institute the same martial law, etc., as the USA ... Canada just does whatever the USA wants. There was even a recent deal re: Canada allowing cross-border military activity in "civil emergencies".

Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other's borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

The U.S. military's Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.

The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S.

The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.

"It's kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites," said Stuart Trew, a researcher with the Council of Canadians.

Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines.

"Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road?" he asked.

Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. "We don't know the answers because the government doesn't want to even announce the plan," he said.

But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.

He said the agreement is "benign" and simply sets the stage for military-to-military co-operation if the governments approve.

"But there's no agreement to allow troops to come in," he said. "It facilitates planning and co-ordination between the two militaries. The 'allow' piece is entirely up to the two governments."

If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.

News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.

On right-wing blogs in the U.S. it is being used as evidence of a plan for a "North American union" where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities.

"Co-operative militaries on Home Soil!" notes one website. "The next time your town has a 'national emergency,' don't be surprised if Canadian soldiers respond. And remember - Canadian military aren't bound by posse comitatus."

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet.

Scanlon said the actual agreement hasn't been released to the public as that requires approval from both nations. That decision has not yet been taken, he added.

It is clear to me after the Leaders’ press conference that concluded the summit that the SPP agenda is on the defensive. and it was interesting to note that Bush Harper and Calderon spent their entire press conference trying to defend NAFTA and the US-Colombia free trade agreement, rather than announcing any new initiative on the SPP. It shows me that the work of the NDP, the labour movement and civil society groups in opposition to the SPP is having an impact.

I was very happy to work in New Orleans with the Council of Canadians, members of Common Frontiers, and labour unions like CUPE, CEP, COPE and the Steelworkers.

It's important.

I used to worry about the North American Union. But then I realized that the US will be in tatters very shortly. Economy, environment, social unrest, and weather disasters.

Who would want to hook up to a country where the national debt will not be paid off in... how many generations?

Bushco still acts like the US is a wealthy country, when they owe trillions.

For a North American Union to become reality, the US would have to INVADE.

But that is not a problem for Bushco.

I'm glad that my country has taken that stand and yet I have mixed emotions on the issue.

I remember the Viet Nam war very well and I remember the young Americans who came here, but it was very different! They sought refuge as their fellow countrymen fought to stop the war. Protestors filled the streets and burned their draft cards until they fianlly stopped the war. No one is doing that now.

I guess that puts even less support behind those who are objecting and an even bigger need to shelter their free choice.

Americans really don't understand Canadian politics or Canadians at all. Most of us now see Harper for the Bush yes-man he is and are very thankful we had the insight to make sure he has a minority government. If he uses any means to try and stop what is the will of the people he loses more than he gains.

We don't worship our politicans or bow down to a piece of silk or run around screaming "My country, right or wrong" A lot of things aren't right here but Canadians themselves are, as a rule, quiet but deadly protestors. We won't make waves but we will take action in our own subtle way.

Americans seem to make huge waves but take no action.

In or around 2010, the North American Union will be reality. Why do you think the Mexican borders were NEVER closed? Canada is still pussy-whipped by the Queen, they've never known true freedom. The U.S. owns them BTW; they just don't know it yet.

It's over folks. Anyone who feels 'loyal' to the United States Government is seriously deluded. They'll send you off to yet another war (usually for that country's resources), you get killed and they get richer.

If you feel you need a challenge in life, take control of your life and make plans on how you and your family are going to survive the massive changes HAPPENING NOW!!!

I'm glad that my country has taken that stand and yet I have mixed emotions on the issue.

I remember the Viet Nam war very well and I remember the young Americans who came here, but it was very different! They sought refuge as their fellow countrymen fought to stop the war. Protestors filled the streets and burned their draft cards until they fianlly stopped the war. No one is doing that now.

I guess that puts even less support behind those who are objecting and an even bigger need to shelter their free choice.

Americans really don't understand Canadian politics or Canadians at all. Most of us now see Harper for the Bush yes-man he is and are very thankful we had the insight to make sure he has a minority government. If he uses any means to try and stop what is the will of the people he loses more than he gains.

We don't worship our politicans or bow down to a piece of silk or run around screaming "My country, right or wrong" A lot of things aren't right here but Canadians themselves are, as a rule, quiet but deadly protestors. We won't make waves but we will take action in our own subtle way.

Americans seem to make huge waves but take no action.

There is no draft...9/11 was almost 7 years ago. The U.S. has a 100% volunteer Armed Force.
That means each and every man and woman who has either enlisted or re-enlisted in the U.S. Armed Forces went in over the last 3 years knowing full well that they'd be sent to war.
These people are quiters, they signed a contract in good faith. If ya don't want to go to war don't join the military...let Canada have em. If things ever get tough for Canada they'll run away to Venezuala or someplace.
