What happened with Katrina about they thought it was okay when it passed then BAM the levees broke was the wind field.

The wind field was close enough to Lake Ponch. That it moved the water to the South. It's about landfall point, and topography and Katrina was near perfect for the situation in N.O. to happen.

With this track, the winds would push the water to the North and away from the city's breaking points near the lake.
