i dont have any friends here, i dont know anyone in this city, im in edmonton. we moved her from toronto. i already tried to go to the homeless shelter and some scary guy tried to mug me so i ran away.

Maybe you could find shelter in the back yard and garage, and they might feel sorry for you and let you back in the house. No kidding, I'd hang around on the porch or the driveway or the yard all night and all day until they let you back in. Stay in the neighborhood, on the neighbor's porch. Knock on the neighbor's door and say "My parents won't let me in the house. Can you put me up? I'm hungry and scared and don't know what to do." Let everyone up and down the street know you don't have a place to stay and keep hanging out there, be homeless right in their face, not out of sight in a park or elsewhere where they can just forget about you.

if she won't take you back, file a police complaint and sue your step mom
