I don't think you understand, the bailout bill and the spending bill are two different things. The earmarks they mention are attached to the spending bill as usual. That doesn't exactly make it any better, though....

A variety of "sweeteners" added to the bill by the Senate was helping win round Republicans who voted against the first version by two to one. The plan, which originally ran to three pages in length, is now 451 pages long.

Most importantly, these included an increase in the amount the government will guarantee in bank deposits from £54,000 to £136,000, and extended tax breaks for companies on research and development and environmentally friendly produce.

However several other measures tacked on to the bill have attracted criticism from some opponents of "pork barrel" projects - special funding requests that lawmakers tuck into larger bills, to benefit their own districts or states.

The bill now includes a tax break for owners of motorsports complexes as well as fishermen harmed by the Exxon Valdez oil spill in 1989. Subsidies for people who cycle to work are also now part of the bail-out bill.
