Hiring for Police Officers

The Department of State is seeking experienced police officers who are eager to accept a challenging and rigorous assignment to serve with the United States CIVPOL in Middle Eastern post-conflict nations. Service with an international police mission allows officers to apply their professional skills in dynamic environments that are experiencing intense cultural and political change. In Afghanistan, police officers with specialized skills such as Police Driving Instruction, Female Basic Police Instruction, Criminal Investigations, Firearms Instruction, and Civil & Criminal Intelligence are needed to advise the Afghanistan National Police forces in modern democratic policing techniques. DI has served the U.S. State Department’s CIVPOL program since 1994, and has sent over 6000 employees on police missions to the following countries: Iraq, Afghanistan, Sudan, Haiti, Bosnia, Eastern Slovenia, Kosovo, Macedonia, Serbia, Liberia, East Timor, and Israel.



American police officers who serve one year training police overseas gain as much as they give. Their experience teaching democratic police work is unique, and they bring a valuable new perspective to their jobs and their communities. Officers of all ranks return home with more acute problem-solving skills, a strong awareness of different cultures, and a profound appreciation for the role of law enforcement at all levels of a democratic society.

PRIMARY RESPONSIBILITY:
Definition of Volunteer:
Persons participating in this program are subject to all county policies concerning volunteers (Volunteer Policies and Procedures), and shall accept that there will be no compensation or benefits provided for their services by Adams County.

Duties:
Volunteers participating in the Adams County 4x4 Response Group will be asked to assist Adams County Office of Emergency Management with certain tasks during emergencies that require the use of 4x4 vehicles in the goal of assisting city citizens and government. Situations may include, but are not limited to, severe weather and other emergencies.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
• Pick-up and delivery of non-emergency medical (i.e. dialysis) patients
• Pick-up and delivery of essential personnel to local health care facilities
• Assisting stranded motorists and transporting them to shelter facilities
• Transportation of shelter supplies
• Large scale evacuations requiring 4x4 response

REQUIREMENTS
• Current vehicle registration, driver’s license, and insurance
• Personal medical insurance, if not included on vehicle insurance policy
• CBI Background Check
• Motor vehicle records check

SPECIAL REQUIREMENTS
Volunteers:
• Will NOT tow vehicles other than emergency vehicles and other assistance team vehicles while on an assignment
• Will NOT accept gratuities. Donations to the organization may be mailed in to the Adams County Foundation with an ear-mark for the 4x4 Response Group
• Will NOT transport emergency or critical patients (i.e. act as an ambulance)
• Will NOT violate traffic or civil laws
• Will NOT be sent into ‘hot zone’ areas
• Will NOT be asked to perform personal services (shoveling, groceries, etc)

Note:
It is understood that by volunteering in this program that the participant will be operating their personal vehicle, in adverse and possibly dangerous conditions, with various occupants. There will be no compensation for their services. Any law violations and accidents, regardless of fault, are to be dealt with using the volunteer’s personal vehicle insurance. Adams County will not be held responsible for damage done or violations received while participating in the program. Volunteers who are found to be in disregard of the program policies will be removed from the program at the discretion of Adams County Office of Emergency Management.
