Sadly, it happens all the time. Check out some of the EPA enforcement action reports sometime. A good chunk of them read a little like, "Company produces toxic stuff, owners decided to save money, drove to isolated mountain area upstream, dumped toxins, toxins floated downstream for years, contaminating town water supply and wells, sickening many residents, including owners of the violating company."
