This particular regulation is from 1997. However, such regs have been around since the Union was founded. This particular reg is different, in that it allows the states to devote inmate labor to federal use. That determination is left to the state, a service for which the fed provides compensation. Whereas in the past, inmate labor came only from federal prisons. You'd know this if you read or researched it. : Quoting: Oy Vay 632432Nice, Oy Vay.
