The Universal Postal Union was the forerunner of the League of Nations which in turn led to the United Nations as we know it today. Their Headquarters are in Berne, Switzerland.

I hesitate to put up a lot of links yet as I just stumbled across this and have numerous tabs open at the moment....still reading.

High Level Conferences

Impact of the economic crisis on postal activities

The UPU is bringing together high-level stakeholders from the postal sector to take part in a conference on the financial crisis in Berne, on April 2, 2009. This high-level debate will explore not only the crisis' negative effects but also the new business opportunities it may bring to postal operators.

Participants will include CEOs from international postal operators, such as the Hellenic Post, TNT Post, La Poste française, Poste Italiane, United States Postal Service, Russian Post, Hongkong Post, Poste Maroc.

The Secretary General of the International Telecommunication Union, the Deputy Governor of Bank of Greece, the Vice President of US Direct Marketing Association and Ebay's Vice President will also add their voices to the debate.

I am wondering about the current state of affairs with the USPS as well as the true nature and impact that Nixon's Postal Act of 1970 had.

I also just found that the BIS - Bank for International Settlements in Switzerland is the clearing house for the Universal Postal Union.

The things that led me here was in trying to find the actual text of the 1886 Kingdom of Hawaii Treaty with the Universal Postal Union. There are numerous references to it but nowhere have I been able to find the actual wording....or that it was every canceled. I did however find one reference to it still being in effect yet with no documentation.

The Postal Reorganization Act of 1970 abolished the United States Post Office Department, a part of the cabinet, and created the United States Postal Service, a corporation-like independent agency with an official monopoly on the delivery of mail in the United States. Pub.L. 91-375 was signed by President Richard Nixon on August 12, 1970.

I wonder....how did this affect the US Treaty with the Universal Postal Service - you would think it would have to be rewritten or canceled? I also wonder the legality of this Act in regards to Treaties which, unless I am mistaken, can only, under International Law, be made between nations and/or International Organizations.

Upon contemplation, I realized that though international, all postal services would fall under Maritime/Admiralty Law rather than Common Law as in the Law of Nations - due to the fact that it not only deals with commerce but also transverses waterways.

Now, taking this into account along with the UPU vying for control of the internet, e-commerce and banking....nasty business.

I know there are others more versed in this than I but, if I understand some of the differences, Common Law - innocent until proven guilty - Admiralty Law - guilty till proven innocent. Common Law allows for trial by Jury - Admiralty (although there are certain circumstances within USA law) is generally the opinion of one man and these decisions are not based on case law or common law but rather on statues and codes.
