BANGKOK, Thailand (CNN) -- Thai Prime Minister Abhisit Vejjajiva announced a state of emergency Sunday in the capital city, Bangkok, and surrounding areas in an attempt to contain days of intensifying anti-government protests.

Immediately after the prime minister's announcement, dozens of protesters stormed the country's interior ministry and pelted Abhisit's car with rocks, chairs, flags and sticks as he escaped.

Protesters climbed atop two military armored cars after laying down on the road and blocking its path. A police officer was also led away by demonstrators and later beaten, said Sathit Wongnongtoey, an official in the prime minister's office.

The emergency measure will allow officials to arrest and detain protesters without a court order and restrict gatherings, authorities said. Video Watch more about the attacks »

Also Sunday, police arrested a leader of the "red shirt" movement -- named for the color of their demonstrators' attire. The leader, Arismun Pongruengrong, was charged with inciting people to break the law, police said.

Arismun led demonstrators who forced their way into a hotel Saturday where Asian leaders were to meet.

The action prompted the indefinite postponement of the Association of South East Asian Nations (ASEAN) summit in the southern coastal city of Pattaya, authorities said.

Thousands of "red shirt" protesters have rallied for days to demand Abhisit's resignation.

The red shirts have given the prime minister repeated deadlines to resign, but those have come and gone.

United Nations Secretary-General Ban Ki-moon said he was disappointed by the summit's delay.

"I understand the circumstances that led the Thai government to take this difficult decision. While I had hoped to have exchanges with the leaders of ASEAN and its dialogue partners, I continue to look forward to engaging again with them in the near future," Ban said.

The protesters are loyal to former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 coup.

They have said Abhisit's government was not democratically elected and want him to resign and schedule elections.

Abhisit, who has held the position for four months, has rejected calls to step down.

FACTBOX-Countries warn against travel to Thailand

Reuters - 59 minutes ago

April 12 - Britain and Singapore are the latest countries to issue travel advisories for Thailand where Prime Minister Abhisit Vejjajiva has declared a state of emergency to quell political unrest which forced the cancellation of an Asia summit.

Troops fired into the air when anti-government protesters stormed Thailand's interior ministry after Abhisit declared the emergency, and supporters of former prime minister Thaksin Shinawatra stormed the summit venue in the popular resort of Pattaya.

Following are the latest travel advisories issued in response to the unrest:

BRITAIN - The Foreign Office issued new advice for Thailand on Sunday, urging its citizens to review plans to travel to the country which is visited by an estimated one million British holidaymakers each year.

A Foreign Office spokeswoman said no British tourists had so far reported incidents directly affecting them. Around 40,000 British nationals are believed to live in Thailand.

"In view of the deteriorating security situation anyone considering going to Bangkok should urgently review their plans," the Foreign Office said.

"British residents in, and visitors to, Bangkok are advised to avoid any areas where demonstrations are taking place and to stay indoors as far as possible."

SINGAPORE - The Ministry of Foreign Affairs issued a travel advisory on Saturday urging Singaporeans to postpone travel to the beach resort of Pattaya unless they have a pressing need to be there.

AUSTRALIA - The Department of Foreign Affairs and Trade said on its website it advises Australians to reconsider travelling to Bangkok and the surrounding provinces, and warned citizens already in the area to avoid unnecessary travel.

CANADA - The Canadian government has issued a travel warning for Thailand and said on its website it "strongly advised" its citizens to avoid places where demonstrations have been held or are ongoing.

Good for Thailand! Let this government fail and understand that the people have power. If the protesters keep at this eventually they will achieve what they want, and achieve a better more supportive government.

Thai ex-PM urges revolution
12/04/2009 17:02 - (SA)

Bangkok - Thailand's ousted prime minister called for a revolution on Sunday after rioting erupted in the capital, with protesters commandeering public buses and swarming triumphantly over military vehicles in unchecked defiance after the government declared a state of emergency.

Bands of red-shirted anti-government protesters roamed areas of Bangkok, with some furiously smashing cars carrying Prime Minister Abhisit Vejjajiva and his aides and others beating up motorists who hurled insults at them.

At least 10 intersections were occupied by the protesters, who used buses to barricade several major roads, spawning massive traffic jams.

Police General Vichai Sangparpai said up to 30 000 demonstrators were scattered around the city.

Ousted prime minister Thaksin Shinawatra, regarded by most of the protesters as their leader, called for a revolution and said he might return from overseas exile to lead it.

Return to country

"Now that they have tanks on the streets, it is time for the people to come out in revolution.

"And when it is necessary, I will come back to the country," he said in a telephoned message to followers who surrounded the Prime Minister's office.

Political tensions have simmered since Thaksin was ousted by a military coup in 2006 for alleged corruption and abuse of power.

He remains popular for his populist policies in the impoverished countryside, while his opponents - many in urban areas - took to the streets to help bring down two pro-Thaksin governments, seizing Bangkok's two airports in November for about a week.

The emergency decree bans gatherings of more than five people, forbids news reports considered threatening to public order and allows the government to call up military troops to quell unrest.

Abhisit's government suffered a major humiliation on Saturday when it failed to stop hundreds of demonstrators from storming the venue of a 16-nation Asian summit, forcing its cancellation and the evacuation of the leaders by helicopter.

Editorials in Bangkok newspapers on Sunday lashed out at both the protesters for destroying Thailand's international reputation and the government for a massive security breakdown.

Re: <<BREAKING>>THAILAND IN STATE OF EMERGENCY, HUGE CHAOS, EX GOVERNMENT CHIEF THAKSIN CALLS FOR REVOLUTION
With tanks and anti-government protesters vying for control of Bangkok’s streets, Thailand appears on the brink of civil war.

A state of emergency has been declared in the capital and the government has indicated there will be a military crackdown if the demonstrations continue.

The protesters are supporters of Thaksin Shinawtra. The former prime minister, who was ousted in 2006, has said he will return to lead an uprising if there is another coup. The country’s history is littered with military takeovers.

The unrest reached boiling point in the capital on Sunday, with Thaksin’s followers besieging government buildings and attacking the prime minister’s car.

That was in response to his declaration of emergency law in Bangkok, and an announcement of measures against the opposition leadership.

The disruption of an Asian summit by anti-government activists on Saturday prompted Prime Minister Abhisit Vejjajiva to take action.

A number of people have been injured in the disturbances but so far no deaths have been reported.

As night fell the opposition supporters appeared to be settling in for a vigil on the streets. Such scenes have characterised the political turmoil in the country in recent months.

Thai troops move against protesters

Protesters threw stones and retreated to side streets but several were arrested [AFP]

Troops in Thailand have begun cracking down on anti-government protesters, with shooting heard in the capital, Bangkok.

Soldiers and demonstrators clashed in the early hours of Monday as troops moved to secure a major road junction, forcing back hundreds of protesters, the Reuters news agency reported.

Protesters threw stones and retreated to side streets but several were arrested and at least two soldiers were injured.

The crackdown comes after Abhisit Vejjajiva, the prime minister, declared a state of emergency in the city on Sunday following protests on Saturday that forced the cancellation of a regional summit in the nearby town of Pattaya.

It also follows a call for the overthrow of the government by Thaksin Shinawatra, the prime minister ousted in a military coup in 2006 whom the protesters support.

Military vows to restore order
13/04/2009 13:30 - (SA)

# Thailand will secure airports
# Troops fire more warning shots

Bangkok - Thailand's military said on Monday it will use "all possible means" to restore order as anti-government protests raged despite a state of emergency declared in the capital Bangkok.

"The emergency operations command centre will use all possible means to restore order swiftly and reopen traffic so that people can resume their normal lives," Supreme Commander Songkitti Jaggabatara said in a television address.

"We will not use force to crack down on our people because we are fully aware that they are all Thais," he said. "But we reserve the right to use weapons in self-defence."

"I hope the situation will be resolved soon in an orderly manner," he added.

Thai troops fired volleys of shots into the air and lobbed tear gas on Monday as they clashed with protesters who charged security lines with hijacked buses and lobbed petrol bombs.

The demonstrators, loyal to ex-premier Thaksin Shinawatra, are demanding that Prime Minister Abhisit Vejjajiva quit just four months after coming to power.
